What lessons do you think there were for the Compact following the cancellation of the campaigning effectiveness fund a few months ago?

Hi Danny,

The problems around the termination of the funding for that campaigning programme without consultation wasn't in line with the Compact or its principles as it happened without any cancellation or any kind of 'good partnership' working.

One of the elements of the Compact is that it is not a legal document and so the principles in it are ones that certainly 'should' be followed by Government, but they can decide not to.

The cancellation of the programme caused a lot of bad press for government, and the minister did stress the importance of Compact principles. Unfortunately, while we aim for as much compliance as possible there will unfortunately be instances such as these.
Thanks Dan. After a long while feeling annoyed at the lack of teeth of the Compact, I am starting to wonder whether i've been expecting too much. Do you think the Compact could ever get further than setting out principles and guidance, given the power imbalance that exists?

I agree that the bad press did make things uncomfortable for OTS, but i'm not sure it was enough to stop them doing it again!

There's certain ideas that have been thought about, and some areas have implemented, such as Compact-proofing policies/documents. But I think you're generally right - in terms of 'teeth' we aren't ever going to be able to make government follow it - but we can hold them to account and campaign when it doesn't do so.

There are also overlaps with public law, around reasonableness of decisions and legitimate expectiation and we have worked with our partners, the Public Law Project, to challenge unfair decisions.
